Pluck the basil and parsley leaves, roughly chop the garlic, and grate the Parmesan cheese. Combine the herbs, garlic, Parmesan, and 8 tablespoons of olive oil in a blender or food processor. Blend until smooth.

Stir in the lemon zest, salt, and pepper to taste. Adjust the acidity with 2-3 tablespoons of lemon juice.

Transfer to an airtight container and cover with remaining olive oil. Or, serve immediately with pasta.
